Responsible Infrastructure Project

This Responsible Infrastructure project is a pilot intervention to be tested in Uganda in one entity. Therefore, Kampala Capital City Authority (KCCA) has been selected to pilot the project. The objective of this project is to model 32 of the new Open Contracting for Infrastructure Data Standard OC4IDS) data points to assess if they provide sufficient information on how infrastructure projects are selected and appraised. The ongoing activity; –
  • Modeling the 12 infrastructure projects by KCCA and a report shall be produced
Other activities that shall follow include,
  • Conduct a validation exercise with officials who participated in the disclosure exercise to discuss the results from the modeling exercise to determine how infrastructure projects are selected and appraised (January 2025).
  • Conduct training of journalists and civil society organizations to use the results from the disclosure exercise to investigate and monitor infrastructure projects (February 2025).
  • Facilitate selected trained journalists to investigate and report on reviewed projects using the data from the analytical report (February 2025).
  • Participate in the CoST IS webinar to share lessons learned from the project's modeling of the 32 data points (March 2025).
  • Follow up with the entity on the uptake of the new OC4IDS data points modeled (March 2025).
The 6th Assurance Process

This includes an independent review of all the infrastructure projects under the Ministry of Local Government. The process produces both proactive and reactive disclosure practices. It aims to improve infrastructure data openness and accountability by assessing the level of disclosure and validity of data disclosed to raise critical concerns and performance issues to stakeholders.

Other activities that shall follow include,

  • Conducting a breakfast meeting to introduce the stakeholders to the Assurance process in December 2024
  •  Conducting a virtual dissemination and validation workshop on the 6th Assurance report in February 2025
  •  Conducting 2 community barazas in partnership with selected entities to popularize the results from the 6th Assurance report in March 2025.
  •  Follow up of the entity’s uptake of the recommendations from the 6th Assurance report from April to June 2025.
