An independent review of the published data by an assurance team. The Assurance professionals are appointed by CoST programmes.
The teams look at the data published through the disclosure process and identify key issues of concern, gaps in the data and areas of good practice. They put technical jargon into plain language, turning data into compelling information. This allows social accountability stakeholders to easily understand the issues and hold decision-makers to account.

OverviewCoST Uganda is pleased to publish its “5th Assurance Report; A call for better Disclosure and Public Engagement” on, 30th September 2022. The assurance process spanned through ten (10) projects under Ministry of Health (MoH). The projects are worth Ugx. 71,279,389,380 approximately USD 19 Million with the exception of one project (Lacor) whose financial details were not disclosed. These projects were selected by CoST Uganda and the Ministry of Health following a rigorous and detailed review of projects handled and proactively disclosed by MoH in the year 2021 as part of the COVID19 response. The projects under the 5th assurance exercise for MoH include those funded by the Government of Uganda and the International Development Association (IDA) under the World Bank Group. The assurance report covers three (03) projects under the Uganda Inter-Governmental Fiscal Transfer project (UgIFT), three (03) projects under the Uganda Reproductive Maternal and Child Health Services Improvement Project (URMCHIP) and four (04) projects under the East Africa Public Health Laboratories Network Project. From the 5th Assurance process, we note that, the Ministry of Health has continued to be receptive to transparency and accountability initiatives, especially upon engagement, and has exhibited readiness to address concerns and recommendations from CoST. However, this assurance process calls for better disclosure and public engagement. |

OverviewCoST Uganda Chapter launched the 3rd Assurance Report on 13 infrastructure projects being implemented across Uganda in key sectors of Government such as Health, Education, Water and Environment, Roads and Bridges and Energy. Infrastructure projects are critical to national development and this explains why a significant proportion of government expenditure is dedicated to key projects such as roads, bridges, hospitals, schools, hydroelectric power dams, and railway. Yet, design and execution of these projects quite often is faced with serious challenges like mistrust, secrecy, inefficiency and corruption all of which undermine performance and value for money. |
