This year, 2025 presents another opportunity to amplify transparency and accountability in the infrastructure sector of Uganda. Over the past two financial years, government has consistently allocated over 13% of its budget to the infrastructure sector and about 60% of the budget to public procurement. This Highlights an area of significant interest to all stakeholders.
Therefore, to enhance citizens’ participation in business opportunities with government within our core features of data publication and its usage (disclosure), Assurance process, accountability and multi-stakeholder working;
- We shall strengthen the independent review process that generates evidence on proactive and reactive disclosure processes to stimulate stakeholders’ engagement and accountability.
- We’ll provide capacity building to public officials, selected CSO’s and media on data publication using the CoST standards/tools, and evidence from CoST studies to promote transparency and accountability.
- We plan to ensure consensus is built on key issues pertaining service delivery of infrastructure projects. and
- We shall facilitate civic engagements based on evidence documented from the Infrastructure Transparency Index (ITI), Independent Review process and other CoST studies.
We remain committed to continuous collaboration and partnership with all stakeholders to promote the CoST standards and tools to achieve better infrastructure outcomes that enhance stronger economy and better lives of the citizens in this sector. “And your active participation in this process counts significantly for the success of the infrastructure sector”
Finally, we are indebted and humbled by the level of collaboration and commitment from procuring and disposing entities, Ministries, Departments, Agencies, the Local Governments and all partners for continuous efforts on transparency and accountability in infrastructure sector.

Minister- Ministry of Works and Transport for providing stewardship and guidance to the programme, the Public Procurement and Disposal of Public Asset Authority (PPDA), Office of the Prime Minister, Ministry of Finance, Planning and Economic Development, CSOs and the Media fraternity both print and electronic for continuous contributions.
